I want to apply for Indian visa for my wife and I want to go in person. My wife won't be with me. Do I need any form or letter from her to authorize me to apply for her visa?

I am not an expert, but I don't see a problem. If a person can send in the application by mail, why not another person carry it in person to save time? I submitted the visa applications for my wife and children without them being present (but in my case I applied for my visa too).

If it would give you less worry, why not carry your marriage certificate with you? During my 4 hours of waiting as a walk-in, I observed the CKGS Houston office activities closely, but I found the folks at the CKGS Houston to be reasonable.
