American national marrying an Indian citizen

Hi guys,

My american friend wants to visit India in next couple of months. There are two reasons for her visit:

1. Dental surgery
2. Marriage


1. Which one would be more easy between these two options: marrying in India and marrying in US then returning to India?

2. Which VISA should she apply so as to do both the things in her one visit?

3. Can she state the reason of visit as marriage in her Visa application?

4. She plans to settle in India, however, if she can't for some personal reasons then other option would be that the couple immigrating to USA.

Please provide the directions.
