Renewal of PIO to OCI

I live in India with a US passport and a PIO card said unto Dec 2018.
Currently I am in USA till June 15th
Following are questions for which I need advise

1.If I apply for conversion to OCI now while in USA am I likely to receive my OCI card before I leave?

2.Can I apply for this conversion in India after I return and to whom I must apply?

3.Do I have to apply before June 30-th

4.What are the consequences if I don't ap[ply before June 30

#1 - No. processing time is at-least 2-3 months.
#4 - Now, there is no fees for conversion until June 30th, afterward, you'll pay fees.
