PIO Card - DC

I have applied for my daughter's PIO Card through mail to Washington DC embassy. It has been over 3 weeks and I am calling them and they never answer the phone calls nor return messages. I have spoken to the receptionist and she is so rude, she says call that extension and hangs up. Please advise me what can I do to check the status of her PIO. And is there any other way to contact them.
