*Urgent* Applying for OCI with Infraction background

**** **** **** I need Desperate help please reply !! **** **** **** **

• I cleared my Citizenship interview in OCT 2007
• I got citation for petty theft misdemeanor in Nov 2007 for a very minor amount (less then $40)
• In Feb 2008, Court gave me Infraction with fine.
• I have paid the fine and then INS approved my Citizenship case and now I am US citizen
• I got US Citizenship in March 2008.
• I have very clean record and credit history except this incident in past 10 years in US

My Question
OCI application section-B Question 23 is 'Details of criminal Proceedings against the applicant, if any, anywhere'

1. I am not sure what should I answer for this question?
2. If I answer yes, will it be the cause of OCI rejection?
3. Also if I get OCI rejected can I get other visa/PIO to enter in India?
