I am a British Citizen / OCI, resident in India for decades.
Did all my education here.Lived here all my Life.Father was an Indian National.

My question , To apply for Indian Citizenship for an OCI holder, do I need to go through Citizenship portal or can I apply for a passport directly through the passport seva kendra?

That is totally different (Ministry of External Affairs vs. Ministry of Home Affairs). If you lived in India for 7 years, you can get Indian Citizenship as an Indian Origin. Go here --> https://indiancitizenshiponline.nic.in/
