OCI under foreign spouse category ( my wife from China)

Hello. my wife is trying to apply OCI in New York and I have my OCI.

The VFS insist that her birth certificate should be attested by Chinese consulate, but Chinese consulate in New York does not provide attest any documents originated from China, which is really weird. We called Indian consulate multiple times and both leave message on the official portal asking the alternative options. We have not heard from them for a week.

Could you share some experience in supporting foreign spouse in getting OCI? or if you have contacted Indian consulate, could you share normally how long does it take for consulate to reply?
