passport renewal in Atlanta

Dear Sir/Madam,
I am in atlanta,GA. I moved here
1.5 months back from west virginia.
My passport is going to expire by the 30th of this
month.
i want to renew my passport. please guide me.
i waited because i need address proff for atlanta.
please tell me how much time i have to renew my
passport. can i renew even after the expiry date.till
how long i have time.
(i may move again by the 4th week of this month to
philadelphia).
i am in tense what to do.
please guide
