Insurance for GC holder

I have a client who is over the age of 65 and the holder of a Green Card. She is asking for information on U. S. Government sponsored health care such as Medicare or Medicaid and retirement benefits such as Social Security. She has not worked in this Country very long. Where should she be referred?

They can't get social security until they work for 40 quarters.
They can BUY Medicare after being in US for 5 years and be 65+.
They can GET Medicaid only after becoming citizen.
