Health Insurance for New Immigrant

Hello,

I have a quick question regarding what constitutes a New Immigrant. I will be sponsoring my parents (65yrs and 74 yrs) for a GC and they will be coming from Canada. In order for them to actually receive the GC it will take some time. In the mean time they will be looking to live with me. Are they considered New Immigrants or Visitors and which Health insurance should apply to them?
