Student secure - CA notice

tried to enroll Student Secure plans, an alert message pop up saying the the insurer is not licensed in CA. Is it licensed in other states? How can the customers in California be protected by law? Please let me know as soon as possible? ?

After I see a doctor, do I pay for full price first then request for payment from the insurer later? How long will it take to process the request? Please reply me as soon as possible.
