I have a Green card for myself and dependents. I have a Tax Identification number for my child, who is a high school student. Do I need to apply for an SSN for my child? If not then when is the SSN needed for the child?

What is your child's status? Is he/she a permanent resident (green card holder) too?

If your dependent is also a GC holder, you should/could file for SSN right away.
