I would like to know ???
I will be out of the country to the Philippines for a time not longer then 60 days, how long can I stay out of the USA without getting a Visa, I am a United States born citizen of 40 years ?

It isn't clear from your post as to what you are looking for. As far as US goes, they will not have a problem you being outside. You have to check with the Phillipines Consulate as to what their visa regulations for visitors are. Some countries would allow for 30 days and some for 90 days.
Check on their website.
