H1b Approval with no I94 attached(I797B)

Currently on OPT STEM, which is valid until 2020, employer filed H1b this year (with an I94), petition picked in the lottery in April. I had to leave to home country for a good reason, picked in lottery while i was in India, returned in may(I94 changed), today i see there is an action of approval notice...

My H1B petition got approved with my previous employer (I129) on 21-Jan-2011 and still the status in USCIS shows as Approved status (which means still active). My visa was not stamped till now and only i hold I797B form with petition number with me till now and I never travelled to US in H1B till date....

I have taken a h1b stamping appointment in chile .But because of personal reason I canceled my appointment and travelled to India.Now I am in India. Can I take h1b stamping appointment/ re schedule in India.
