Letter of consent for the minor children's H4 Visa Interview

Hello Fellow members,
I am in US currently. My wife will be applying to H4 visa along with my son in India. Can someone tell me if I need to send them letter of consent stating that I am aware that my wife will be applying for my son's H4 Visa? Do I need to get it notarized?
