OCI dispatched from India but not yet received in local consulate

My OCI was dispatched on Jun 1st, 2012 but it has not yet been received by the local consulate(Chicago). Is that normal? Who can I contact to find out what's happening because Travisa Chicago may not be able to help in this situation?
