                          Movement for F4 India is really strange this FY. This could be due to NVC's transition to electronic system or completely different intentional decision.

                          Let me give you some numbers and comparison with two previous years. More F4 visa numbers were used within first six months for FY 2017 and FY 2018, whereas less numbers are used for FY 2019 till now.

                          FY 2017 (first six months) - 6165
                          FY 2018 (first six months) - 6153
                          FY 2019 (4 month data confirmed + Feb and March estimated based on movement) - 4200+/-250 (2704 confirmed numbers for 4 months)

                          Even though numbers were available, enough numbers are not used this year yet. It means that there is still room for more numbers, as FY 2017 had total 9988 and FY had total 10244 at the end of the year. Even if NVC were to use 10k this year, India F4 could still have 5500-6000 numbers left for this year. In that case, I would not see movement slowing down this year.

                          UNLESS depart of states has some different plans of wasting visa numbers.
