My physical green card has not arrived yet. I am from Serbia and I do need visa for Mexico. Can enter Mexico just with my temporary I-551?

I am in the same situation, planning to travel in Dec. Did you get your answer? Did you need a visa? I called two consulates, and they gave me conflicting answers.
