OCI passport photo - teeth or no teeth?

Hey peeps,
Quick couple of questions about the pics

1. I gather the passport pic has to be <200KB with a white background. Can you be smiling on it? US passport pic had a no teeth policy, hence.
2. So I reduced the size and pixels using paint. Is this recommended?
3. How do I tweak the aspect ratio to 1:3 for the signature image? I took a pic with my camera and used paint to tweak the pixel size.(still under 200k)

Update: (For those curious)Part took in a consulate workshop over the weekend, apparently they don't care about the 'teeth' part. Good luck to all!

Photo for OCI

i scanned the photo and saved on desktop under Jpeg..the size was big..so i open the pic and clicked on 'resize" and entered the pixels 200x200 saved and it showed as 22.3KB

is it ok to send this? pls advise if anyone knows as i was finding it too hard to do in MSpaint...thks
