Risks of applying L1 Blanket after RFE on Individual L1 extension

I recently got complex RFE (to prove specialized skills on how they are obtained, how you apply them in your job and how unique they are?) on my L1B individual extension filed in US by one US based company. Lawyer is suggesting me to apply for L1 Blanket in Chennai. Did anyone had similar experience? While applying as L1 blanket, wouldn't the Visa officer have knowledge of RFE's issued during L1 individual? What are my chances while applying as fresh blanket L1? Please advise.
