I have lived outside US for 15+ years and have not filed any income tax ever since. Now, I apply i-130 for my wife. For i-864, my mom will be the only sponsor signing the form. Is it OK without me being a sponsor on i-864?

No. As the petitioner, you must be a sponsor and must fill out an Affidavit of Support, even if there is a joint sponsor.
