Can i travel to India when H1 to h4 transfer is in progress

Hi,

I want to apply H1 to H4 transfer by Oct ending. Once I receive the receipt number for the transfer can I travel to INDIA in the month of DEC 2017?(Almost h4 tranfser is taking 4 months)
If my visa is not approved by then can i go to stamping for H4 in INDIA?
