Mailing OCI Application 2 CKGS - 2 Envelops conundrum

Hi,

CKGS charged me $45 ($30 for two envelopes to send the application related docs, plus $15 for CKGS to mail OCI card back to me).
Can somebody explain me how do I use 2 envelopes to send application?
In other words, what is the purpose of 2nd envelope?

1st envelope: to Send initial set of application copies
2nd envelope: to send original PIO card (usually u get this email after 2-4 weeks).

I called CKGS customer service earlier today and got the same info. Thank you once again for responding to both of my threads.

Is there a reason to *not* send PIO card with the application and other physical documents? The original PIO card is listed in the document checklist I got from CKGS when applying.
