Processing Time Report question

When the report says 'Field Office Processing Dates for Nebraska Service Center as of: October 31, 2017'
but at the bottom it says 'Last Updated: December 26, 2017'

What does this actually mean? the table of data is based on October 31, 2017 or December 26, 2017

I asked USCIS this question the other day. They said the table is based on Dec 26.
