Apply for Mother's Citizenship with Exception

Hello, My mother is having medical issues which makes her incapable of writing or reading. How can I apply for her citizenship with an exception to bypass citizenship test or interview. Any advice would be appreciated.
I have heard there are more chances of refusal under this case. Is it advisable to hire a lawyer?
