Priority Dates for ROW

Has ROW ever *not* been Current? It seems as long as youre not from India China Phillipines Mexico it has always been current for EB3 hasnt it?

It has. When I applied for my PERM in May, the priority date for AoS USCIS was processing was February or March. Only a few months delay (and my PERM took longer than that), but not technically current. I remember that the last year EB2ROW had a delay of almost one year.
