What are the chances of getting a non objection statement for a teacher

Hi,

I am a teacher from Israel.
Does anyone know what are the chances of getting the non-objection letter from my government.
Do governments usually cause difficulties with these letters ?
Once I do get a letter, is it quite certain I will get the waiver, or is this just a first step ?
