While trying to schedule appointment in the page it shows that "Due to retrogression of the F4/E2 categories, we are currently processing F4 with priority date on or before 01 Jan 2001 and E2 on or before 01 October 2004. Please do not schedule an appointment if your priority date does not cover the above dates".But in visa bulletin for november 2018 the final action dates for F4 visas from India is June 2004.Then how it states that now retrogression happens.What is the reason for that. Thanks in advance
