J1 VISA Waiver for 212e

I am a valid J1-VISA holder and have valid Indian Passport. I am considering to apply for J1-VISA waiver to be exempted from 212e rule. I have received NORI documents from concerned offices in India. I have a question; If I apply for waiver, can I travel outside the United States in that duration? My current J1 visa is valid till 2019, November.

I have a similar situation with the 212e rule mentioned on the current visa, valid till 2019 Dec.
However I still have the DS2019 valid till 2020 Dec.
Should I apply for waiver now or wait till current visa expires.
