My company is filing my PERM soon. But, they mentioned that "when the process does open in 2019 for filing". Is there any time slot which USCIS will open for filing PERM or can we file at any time?

There is no time slot. An employer can file anytime.

Hard to say without context. But hazarding a guess: It probably means going through the placement of job ads, recruitment campaign, etc., and documenting the same so as to meet DOL regulations.
