New H1B after 6 years max out of current H1 visa

Hello,
I am H1 visa, which expires In Apr 2019 with max out of 6 years. I don’t have enough time to get PERM and i-140. Is it possible to apply for new H1 visa in 2019 quota? Is it Mandatory to leave the country for 1 year to apply for new H1 visa?
