OCI in Lieu PIO with address change and new passport

Anybody applied for New OCI in lieu with PIO card with address change. I got my son's PIO from NYC embassy when we were living in MA. Now we moved to FL and i am applying for OCI in lieu of PIO from different state. Meanwhile my son got new US passport. as per CKGS system, we are allowed to submit in Atlanta but i am supposed to send to NYC. Please share information if anyone has applied like this.
