Does anybody know if during an interview for US citizenship INS officers treat older people any different? Let's say a person applying for citizenship is almost 70 years old, has been trying to learn English for a few years, but does not remember much, does not hear sounds correctly and just does not make much progress (to get a medical waiver is not that easy since it must be very serious reasons plus medical insurance may go up a lot after that). The person would probably able to read and write answers for civic test and maybe samples of English sentences, but understanding spoken language and answering questions, might be a problem.
