On L1/H1, one can be a passive investor in a business but cannot work for the business in any way.

Your subject line sends mixed signals: "Can a L1 visa holder work in the US". Of course, an L1 visa holder can work BUT only for the L1 employer.

L1 holder can work only for their sponsoring employer. However, L2 holder could possibly start the business on EAD. If you are single, now is the time to get married

L2 Visa to business to GC

        Hi,
Can a L2 visa holder start a business?
And after starting the business how long does she have to wait to apply for the GC. Can she apply for the GC independetly or does she have to go thru the LI visa holder?

Look at Investor visa. That is the only one that can get a GC. Opening a small shop on L2 does not get you a GC.
