h1 and Buying Business

I am on H1-b and was planning to buy a retail business here in New York city.

Now my questions are:

1. Being on H1 can i buy retail business?
2. If yes then can i work in that Business?
3. If i cannot work can i hire some Citizen, green card holder to work for me?
4. And can i pay that guy and get the full profit?
