OPT extension after PhD, while I have used one year of my master's OPT

Hi! I am currently doing my Ph.D. (STEM) and going to graduate next semester. During my masters(which was non-STEM) I applied and work on OPT for 3 months. My question is if I apply for an OPT now after the 12 months OPT period, am I eligible for a STEM-OPT extension of 24months?
