PIO card for US citizen wife

In April I read on BLS's website (Indian visa issuer at that time) that you have to be married for 2 years before you can apply for a PIO card.
But now on Cox & kings website (Current Indian visa issuer) it does not say anything about 2 years of being married. It just says you qualify as long as you are married to an Indian citizen.
Anybody has applied in less than 1 year of marriage & got it ?

It is actually after 1 year of marriage.
