To apply for PIO card

Just need a clarification like if i am applying for a PIO card for infants born in Foreign soil, i don't have to attach surrender certificate along with the PIO application, is that correct? Please help me by clarifying. Thanks.

Child's surrender certificate is not required because the child never had an Indian passport.

However, if any of the parents were ever Indian citizen and became foreign citizen later, it is required in that case for those parents, before they can apply for child's PIO.
