My friend got his US Citizenship through adoption by his uncle. He now wants to bring his Biological parents to the US..Can he do that? If so what's the procedure?

He might be able to bring his mother..assuming he was adopted only by his uncle and not his uncle and his wife..............but he definitely cannot bring his father.........hes no longer his leagl father...his uncle his.
