Adoption in Guatemala

We are in the process of adopting a toddler from Guatemala, I have the
approval letter for the visa but the visa cannot be found at the Guatemalan consulate. I have called the visa center several times for help and I keep being put on hold. What can I do? Please respond as I am desperate to get my child from Guatemala.
