Will the AOS of a US citizen who lives temporary in another country be acknowledged?

I am a dv lottery winner.I have as my host an immigrant who is now a US citizen.He lives outside of the US now because he got a big job in another country.His property(house etc) are still in the states.Do you think his Affidavit of Support(AOS) will be acknowledged by the embassy?
