Tax filing question for Parents applying for US Citizenship

My Parents have applied for US Citizenship. Their current income is below the IRS threshold to file income taxes in the US. During the US Citizenship interview, is it acceptable to mention that their income is below the threshold for filing tx returns? What proof do they need to provide for this?
