C1/D Visa

Good afternoon,

I am a German citizen and have been living and working in the US since
02/2004 on a L1 visa. The visa expires soon and I am currently applying
for a position on board of a Cruise Line Ship. Once offered a position
would I be able to apply for the C1/D visa from within the US? How long
is the processing time? With whom can I apply for that visa?

I am hoping you will be able to assist me with my questions or to guide
me in the right direction.
