J1 Visa Extension and ways to stay back in USA

Hi,

I have a question regarding J1 visa. Hope someone could answer my query.

My brother is on J1 visa and his visa is about to expire in sep2013. Visa guidelines states that he should go back to home country and then can come to USA after 2 years? is this correct? Are there any ways to stay back?

I know an employer who can sponsor H1 visa for him in next CAP-2014. I saw many forms stating to get the waiver, J1 extension etc to stay back in USA. Hope experts like you can help me in knowing the correct way. Thanks in advance!
