The quota for 2013 is over. You can start preparing for next years quota. For process and procedures, refer the faqs on this site. A lot of information is available on immihelps faqs and in the wiki pedia or if you are interested, on the USCIS website. All the best. I dont think a laminated degree will be a problem.
