Are Private Universities Exempt from H1B Quota?

I am on F1 student visa and have a job offer with the university that I attended for a Master's Degree. It is a private university, and I wonder if anyone knows whether those are exempt from the H1B quota, or does this concern only public universities? Also, are all non-profits exempt from the H1B cap, or only those that are research organizations related to higher education?
