H1b Transfer while in india

My Employer A Processed and its valid till 2015 with Stamp. and didnt travel.
Now Planning to move Emplyer B , Here i have one Question - Whether Employer B can apply for H1B Transfer or not ?
Please suggest me.

Yes, B can file a cap-exempt petition for you and after approval you can travel to US using the new petition and the existing Visa.
