H4 visa application in London

Hi,

I am an Indian working in USA on H1B visa for past 4 years. Current H1B visa is valid till 2014.

My fiance is of Pakistani origin working in UK for the past 4 years (complicated situation!). Due to family issues, I am planning to get married in a court in UK early next year.

Can she apply for H4 visa at the London consulate? or does she need to go back to pakistan to apply for H4 visa?

if she can apply for H4 visa in London, is the procedure any different from applying H4 in the home country? Are there any issues/risk involved in doing so?

I would greatly appreciate any advice/suggestions.
