Changing Job in the middle of the H1B renewal

Hello,
my 6 year H1B period expires this October and my company has just filed for the H1B renewal. My question is can I change my job in the same company with different job description or can I change the company during the time my H1B renewal is being processed? If not when can I change it? Also can the green card be re allied as well during this time from EB3 to EB2
