H4 to H1

Hi,

My wife's (on H4) employer is going to file H1b petition in April 2013 for her, if her H1b denied by USCIS then she automatically will come on H4 (her current status) or she have to re-apply for H4 to stay in the US ? Please advise

However, it would be important to know why her H1 was rejected (Any fraud etc.)
